What World Cross-Border Payment Cost is for

World Cross-Border Payment Cost shows what a quoted international payment really costs. fx_margin_vs_reference compares a provider's quoted exchange rate with the European Central Bank's euro foreign exchange reference rate (crossed through the euro for the pair) and gives the margin in percent. total_cost adds the visible fees and shows the total cost as a percentage of the amount with the working laid out. compare_quotes ranks several quotes by the amount that arrives and shows each one's margin and cost against the reference. rate_for_margin gives the rate that would correspond to a chosen margin below the reference, and reference_rate shows the reference rate itself with its publication date. The ECB states that its reference rates are not intended for market transactions and are for information only: the reference is a yardstick for comparison, never a rate at which money can be exchanged, and every answer says so. Rates are read from the ECB's public files; dates without a publication (weekends and TARGET closing days) use the previous publication and say so. Corridor benchmarks from the World Bank and the G20 cross-border targets are not included in this version because their figures could not be read from the official pages.

fx_margin_vs_reference: Percentage difference between a quoted exchange rate and the ECB reference rate for the day.
total_cost: Fees plus exchange-rate margin as a percentage of the amount sent, with the working shown.
compare_quotes: Rank several quotes for the same payment by the amount that arrives, with margin and total cost against the reference.
rate_for_margin: The exchange rate that corresponds to a chosen margin below the ECB reference rate.

Conventions

Read-only. Every tool reads public data or computes; nothing is written anywhere and nothing about the user is stored.
Result envelope. ok: true with data, or ok: false with a structured error (bad_input, not_found, upstream_error). degraded lists optional sources that were unreachable.
Rate limits. Free tier 60 tool calls/minute and 300/day per user (keyed on the user identifier supplied by the host agent, else client IP); Pro keys raise this. Over-limit calls return HTTP 429 with Retry-After. initialize and tools/list are never counted.
