About

Civic reads the U.S. federal government's own records and quotes them. Federal Register: search final and proposed rules, notices and presidential documents by words, agency, type and date — with the action, effective and comment-close dates, CFR parts and the regulations.gov link — read one document in full, list executive orders, and see what is on public inspection today. Congress: any bill by number from GovInfo (title, sponsor, latest action, CRS summary, committees, recorded votes, text versions, public-law number), the Senate's and House's roll-call votes this session, and any single vote with the tally by party and every member's position or just yours. Money: USAspending awards — contracts, grants, loans — by keyword, recipient, agency, state and fiscal year; every agency's budget authority, obligations and outlays; a state's federal totals per capita. People: an address to its congressional district and its two senators and representative with office phone, website and contact form; members by state, district, chamber or name. No opinions, no scorecards, no key required, nothing stored.

Sources: Federal Register API, GovInfo BILLSTATUS bulk data, senate.gov LIS and clerk.house.gov roll-call XML, USAspending API, Census Bureau geocoder, unitedstates/congress-legislators (bundled)

What Civic is for

"What did the government do today?" has a documentary answer: the Federal Register printed it, Congress voted on it, GovInfo holds the bill, USAspending recorded the money, and the Clerk and the Secretary of the Senate published every roll call. Civic reads those records directly — no news summary in between — and returns titles, action text, tallies and dollar figures verbatim with links.

What it covers

Regulation: search rules, proposed rules and notices by words, agency, type and date, with the comment deadline and the regulations.gov link; a single document in detail; executive orders; the public-inspection desk (tomorrow's issue, today). Congress: any bill's status from GovInfo's BILLSTATUS data — sponsor, latest action, CRS summary, recorded votes, text versions, public-law number; the Senate's and House's roll calls this session and any single vote with the tally by party and every member's position. Money: awards by keyword, recipient, agency, state and fiscal year; every agency's budget authority, obligations and outlays; a state's federal totals per capita. People: an address to its district (Census geocoder) to its two senators and representative, with office contacts.

What it is not

Civic is not a scorecard and offers no opinion: it does not rate bills, members or agencies, and it does not summarise a bill in its own words — it quotes the CRS summary. Bills reach GovInfo a day or two after introduction; public-inspection documents can change before publication; USAspending figures are as agencies report them. The Congress.gov API needs a key and is not used; everything here is keyless.

Tools

Federal Register

federal_register — Search the Federal Register — final and proposed rules, notices and presidential documents — by words, agency, type and date: title, agency, abstract, action, effective and comment-close dates, CFR parts, and links to the document and to regulations.gov for comments. Use for "new rules on X", "is there an open comment period on Y", "what did the FAA publish this week". Args: query, agency, doc_type, since, until, significant, limit.

federal_register_document — One Federal Register document in full detail: abstract, action, DATES text, effective and comment-close dates, docket IDs, CFR references, topics, page count, executive-order number if any, and links to the full text, PDF and comment page. Use after federal_register to read one item, or when the user has a document number. Args: document_number.

executive_orders — Executive orders as published in the Federal Register: EO number, title, signing date, publication date, citation and links — newest first, optionally filtered by words. Use for "latest executive orders", "executive orders about tariffs since March". Args: since, query, limit.

public_inspection — What the Federal Register has on public inspection right now — documents filed today that will publish in the next issue — with type, agency, subject and PDF. The earliest public look at a new rule or order. Use for "what did agencies file today", "anything from Treasury on public inspection". Args: doc_type, agency, limit.

federal_agencies — Federal agencies as the Federal Register knows them — name, short name, slug (for the agency filter), parent and description. Use for "what's the slug for the FAA", "list Treasury bureaus". Args: query.

Congress

bill — A bill's status from GovInfo: title, sponsor, introduced date, policy area, committees, cosponsor count, latest action, the CRS summary, recent actions, recorded votes with roll numbers, text versions and whether it became law. Use for "what is H.R. 1", "status of S. 4668", "did the NDAA pass". Args: bill, congress.

senate_votes — The Senate's roll-call votes this session, newest first: number, date, measure, question, result and yea/nay tally. Use for "what did the Senate vote on this week", "was cloture invoked on S. 4668", then senate_vote for the members' positions. Args: limit, congress, session, query.

senate_vote — One Senate roll-call vote: question, measure, result, majority requirement, tally, breakdown by party, and every senator's vote (or just one member's / one state's). Use for "how did my senators vote on #240", "which Democrats voted yea". Args: number, congress, session, member.

house_votes — The House's most recent roll-call votes: roll number, date, measure, question, result and title. Use for "what did the House vote on today", "did H.R. 5103 pass", then house_vote for members' positions. Args: limit, year, query.

house_vote — One House roll-call vote: measure, question, result, tally, breakdown by party and every member's vote (or one member's / one state's delegation). Use for "how did my rep vote on roll 100", "how did Texas Republicans vote". Args: roll, year, member.

Money

federal_awards — Federal awards from USAspending — contracts, grants, loans, direct payments — by words, recipient, awarding agency, state and fiscal year, largest first: award ID, recipient, amount, outlays, agency, dates, description, NAICS/PSC or CFDA, and the USAspending page. Use for "what contracts did SpaceX get from NASA", "biggest grants in Ohio this year", "how much has DoD awarded Lockheed". Args: keywords, recipient, agency, kind, state, fiscal_year, limit.

agency_budgets — Every federal agency's budget authority, obligations and outlays for the current fiscal year, largest first, with its share of the total — from USAspending. Use for "which agency has the biggest budget", "how much has the VA spent this year", "DoD vs HHS". Args: query, limit.

state_federal_spending — Federal award dollars flowing to a state — total prime awards, count, per-capita, loans' face value, outlays — with population and median household income context, from USAspending. Use for "how much federal money does Texas get", "federal spending per person in Vermont". Args: state, fiscal_year.

People

who_represents — The two senators and the representative for a street address: Census geocoding to the congressional district, then the members with party, office phone, website and contact form. The address is sent to the Census geocoder only and not kept. Use for "who represents me", "who is the congressman for this address". Args: address.

legislators — Current members of Congress by state, district, chamber or name: party, term dates, first elected, office phone, website and contact form, Wikipedia and OpenSecrets ids. Use for "who are Ohio's senators", "who is the rep for TX-19", "how long has Cantwell served". Args: state, district, chamber, name.

Conventions

  • Read-only. Every tool reads public data or computes; nothing is written anywhere and nothing about the user is stored.
  • Result envelope. ok: true with data, or ok: false with a structured error (bad_input, not_found, upstream_error). degraded lists optional sources that were unreachable.
  • Rate limits. Free tier 60 tool calls/minute and 300/day per user (keyed on the user identifier supplied by the host agent, else client IP); Pro keys raise this. Over-limit calls return HTTP 429 with Retry-After. initialize and tools/list are never counted.

Privacy policy

Civic — Privacy Policy

Effective 22 September 2026. Unify Dynamics LLC ("we", "us"), Menlo Park, California.

What Civic is. Civic is a connector (an MCP server and REST API) that AI assistants and personal agents call on your behalf for U.S. federal records: Federal Register documents, bills, roll-call votes, federal spending and members of Congress. You interact with your assistant; the assistant sends us only the specific request needed: a search term, a bill number, a vote number, a recipient name — or, for who_represents, a street address.

What we receive. The arguments of each tool call, the technical headers needed to serve the request (an IP address or a client identifier supplied by the assistant, and a Pro API key if you have one), and standard server logs.

Addresses. The who_represents tool sends the address you give to the U.S. Census Bureau's public geocoder to find the congressional district, and nothing else. We do not store the address, do not cache the result, and do not link it to anything. Use a nearby cross-street or ZIP-level address if you prefer not to share a home address.

What we do not receive or store. We do not receive your conversation with the assistant, your name, contacts, or credentials for any service. Request arguments are used to fetch the answer in memory and are not stored; we keep no record of what anyone looks up. Rate-limit counters (a client identifier and timestamps) are held in memory for at most 24 hours. Hosting-provider access logs, which contain IP addresses and request paths but not request bodies, are retained for up to 30 days for security and abuse prevention.

Political views are sensitive; nothing here infers them. Looking up a bill or a vote says nothing about a person's views and we do not treat it as if it did: no profile, no sharing, no sale, no training on it.

Sub-processors. To answer requests we send only the search term, document, bill or vote identifier, recipient/agency name, or address asked about (never anything about you) to the Federal Register API, GovInfo, senate.gov, clerk.house.gov, USAspending.gov and the Census Bureau geocoder — all U.S. government services. Hosting: Vercel (United States regions).

Legal bases and your rights. For users in California, the EU/UK and elsewhere, our processing is necessary to provide the service you request through your assistant. Because we store no personal data beyond short-lived logs, requests to access, correct or delete personal data are usually satisfied automatically; you can still contact agent@connectorbay.com and we will respond within 30 days.

Children. Civic is a general-audience service operated by the adult using the assistant.

Changes. We will post changes here with a new effective date.

Terms of service

Civic — Terms of Service

Effective 22 September 2026. These terms govern use of the Civic connector ("the Service") operated by Unify Dynamics LLC ("we", "us").

  1. The Service. Civic returns U.S. federal records from government sources: Federal Register documents, bill status, House and Senate roll-call votes, federal award and budget data, and members of Congress. It is accessed through an AI assistant or directly over MCP or HTTP.
  2. Records, not advice. The Service reproduces official records and datasets. It is not legal advice, does not interpret regulations, and takes no position on any bill, vote, member, agency or party. Consult counsel for legal questions and the official source for the authoritative text.
  3. Accuracy and timing. Data is reproduced as published: bills appear in GovInfo after a delay; public-inspection documents may change before publication; USAspending figures are as reported by agencies and revised over time; the legislators dataset is refreshed with each release. Verify at the linked source.
  4. Acceptable use. Do not use the Service to overwhelm the underlying government services or to circumvent rate limits, and do not use who_represents to build databases of individuals. Automated use within the published limits is welcome.
  5. Availability. The Service is provided "as is" without warranty. We may change, limit or discontinue it at any time.
  6. Data. Our Privacy Policy describes what we process. In short: nothing about you is stored, and an address is sent only to the Census geocoder.
  7. Attribution. All content is U.S. government work in the public domain (Office of the Federal Register/GPO, GovInfo, U.S. Senate, Clerk of the House, Treasury/USAspending, Census Bureau); the congress-legislators dataset is public domain (unitedstates project). Cite the linked record when quoting.
  8. Pro keys. Optional Pro API keys are issued at our discretion, are personal to the holder and may be revoked for abuse.
  9. Liability. To the fullest extent permitted by law, Unify Dynamics LLC is not liable for any loss arising from use of or reliance on the Service. Our total liability is limited to US $100.
  10. Governing law. California law; venue in San Mateo County, California.
